Agreed. Any shift trading where the total hours worked for both users doesn't change is exactly the kind of thing that should be possible to do without admin intervention (assuming the board is flagged to allow swapping).
More care would be needed if the hours traded aren't 1:1, because then a part-time user may hit full-time hours, or someone might get overtime, and this needs approval at most businesses.
