New team access roles IT admin/manager and Billing admin/manager

Adding Developer and Billing manager as new team access roles.

- IT admin/manager: can only access the team developer/IT settings (free account)
- Billing admin/manager: can only access the team billing settings (free account)

This is handy for teams where financial and dev teams need access to Soon without the need to use the tool themselves as an admin (paid account).
