New team access roles IT admin/manager and Billing admin/manager

Adding Developer and Billing manager as new team access roles.

- IT admin/manager: can only access the team developer/IT settings (free account)
- Billing admin/manager: can only access the team billing settings (free account)

This is handy for teams where financial and dev teams need access to Soon without the need to use the tool themselves as an admin (paid account).

    I'm on board with this. We were just paying our account for the first time and encountering the issue that users with company cards were not the same users who needed Soon accounts. We got around it with some direct assistance of our account rep (thanks Olaf!) but I'm sure it would save you guys money in the long run if back-end users could manage their tasks without workarounds or manual assistance.
