Daily worktime limits and overtime

As a user I'd like to set daily limits to the amount of hours a user can be scheduled.

Some countries (looking at you, Germany!) have very specific laws in place that govern how much people are allowed to work any given day. It'd be great if Soon warned that someone is about to be scheduled for more than the allowed daily worktime, ideally with the option of a) a soft limit where users are accruing overtime if exceeded that can then be taken as leave and b) a hard cap on daily working hours that prevent someone from being scheduled at all if those limits are hit.

(Example: in Germany there is a 8 hour daily limit for regular worktime. More is overtime that has to be taken as leave but there is a 10h/day hard limit that must be adhered to at all times (exceptions apply that could be administered on a per person basis).
