Create unassigned shifts

Feature requests

As a planner, I want to pre-set all shift requirements incl. activities without the need to assign a user first. The last step is to assign the shift to the best matching person based on all requirements.

    It should be possible to unassign users from an event/a shift. Basically cancelling user and keeping request as unassigned.
